I don't know if you bought your bike new or used so forgive me for making a wider range of guesses than necessary. This is a risky topic because its always possible the used part is dead and should be returned if possible (ebay has a program). Did you buy your bike used and without an installed tach? If yes, its equally possible the prior owner removed the tach for 'the clean look' and rewired to accomodate that. If you bought your bike with a tach installed that wasn't working, it seems the problem might instead be in the bike's wiring. It faster if this sort of troubleshooting is done by someone already knowing what should exist and how to test. It sounds to me like you know what you are doing, and probably you already suspect a solution, but for us on the outside there's not enough info posted to know how to help and its risky if we try. For example, since even the gauge face lights fail to illuminate, there's still two possibilities: the bike was rewired by the prior owner, or the whole ebay tach was fried and sold to you in that conditon. If you have a few resistors laying around, or go to radio shack for them, you can test the led's from your battery.
Here are two links from the Popular Mods post (in the technical forum) that will help:
Lights - LED How-To:
1. http://www.instructables.com/id/LEDs-for-Beginners
2. http://led.linear1.org/1led.wiz
The second link is new and sizes a resistor to a single LED bulb. There is a link near the top for multiple LED's. I haven't had the tach apart so I don't know if the LED's have their own built-in resistance, or not, so I don't know what info to enter into the calculator boxes. If someone were to post that info it would be helpful to many others in the future
