Following JPWarriors instructions i was able to remove the steering stem from the lower tree with a little bit of muscle. A large shop vise or impact gun would have been nice 
Using 1/2"-20 Fine ALL-Thread rod made the task much easier using the adjustable wrenches. Enclosing some photos and the BOM:
Bill of Mat'l to pull stem: Approx cost $15.00
1/2"-20 All-Thread Rod-Std length 36"
1-1/4" SCH40 Cast Pipe Coupling
(2) 1/2"-20 Nuts
(2) 7/8" Flat Washers
(1) 5/8" Flat Washer
(3) 1/2" Flat Washer
(1) 1/2" Grade 8 Flat Washer
1/2"-20 Hardened HD Flange Nut
