May I ask a silly question, just in case? The TB's have air adjusting screws that are used to sync #2 to #1, and they also have throttle valve adjusting screws that are not used for that purpose. Which did you mess with? Which are you using to sync?
As you know already, ServMan 3-15 and 3-16 provide the overview, and 3-16 has the vacuum reading too. The air screw for #1 is the 'standard' or 'baseline' no matter where its set, you just match #2 to it.
If you moved the throttle valve adjusting screws, then its a bit trickier.
