Allsmiles, I love your ideas, I think the first by law should be mufflers must be removed from all motorcycles before entering the complex.....And no dogs under 65lbs.
On the HOA, get a copy of the by laws and get elected president
. Most of the time, no one wants the job. Then try to make what ever changed are needed to get everyone to be happy except your neighbor. First new rule should be something about frivious calls. As a last resort, you could always report your neighbor as a peeping tom and see if she could be added to the sexual predator list just for the fun of it. That would shake things up.
